Not sure if you're still looking for an answer since you posted quite a while ago, but no harm in offering...
 Your main point is that budget cuts hurt family services, right? If that's true, now what you need to do is come up with 3 main reasons WHY budget cuts hurt family services. 
If you post them here, I'll help you make that into a thesis.

they are closing shelters causing homelessness, health clinics being closed to the poor. I was thinking that the wealthy should give more funds to help the poor

Awesome. So your thesis will be something like this:
 "Due to shelters and health clinics closing as a result of budget cuts, the wealthy in this country should be compelled to donate to the poor" 
Now in your 1st section, you talk about budget cuts, in the 2nd you talk about shelters closing, and in your 3rd you talk about health clinics closing. MAKE SURE that in each section you return to your argument about why the wealthy should be compelled to donate to the poor, because that is your main argument.
Does that make sense?
