then input that equation into your calculator, h would be x on the calculator, then use the minimum function- assuming ti 84 it would be 2nd +trace, then the 3rd option move the cursor to the left of the minimum and hit enter, then move the cursor to the right of the minimum and hit enter, lastly move the cursor to around the minimum, and hit enter again. then it should give you the coordinates of the minimum, where x would be h and y would be S at the minimum

basically, do what you did in part a, except, solve for r in terms of h once you have r in terms of h, substitute that into the equation S
