They are parallel if the slope ie your coefficients for t and s are equal. They are perpendicular if the coefficients on your t and s are the negative reciprocal of each other.

Neither is if they don't share the same slope or negative reciprocal of the slope. For example, the lines y=2x+4 and y=3x+2 are neither
