Ok so I texted a classmate and he said that I need to do a two-tail test and see if the given t value falls in the rejection region...

the degrees of freedom are 36 and significance level would be .005

the degrees of freedom are 36 because DF=N-K-1 so 40 (sample size)-3(X Variables)-1=36 and the significance level would be .005 because we are doing a two tail test so 1% divided by 2 would be .005
