The child seems to be smart but the villagers don't believe him. They think that he's still a kid and don't take him seriously. I think the Child has good smart decisions that impressed the Empress.

Since the Emporess wanted the 3 men to weigh the elephant, they started coming up with ideas but they all failed. Seeking an answer (and a foolish one at that), they agree to the emporess to weigh the elephant with a scale. Forbidding scales in the village, the 3 get outdated of ideas. Soon they approach a clever child who was staring at the river with joy. He volenteered to weigh the elephant with his clever mind. So being the smart kid, he showed the emporess a water lily resembling the elephant and calmly setting it down on the water boat. And that's how they got the elephant weighed.

I think the meaning of this story is to see how a secondary character can end up so smart while the main characters stay being foolish. That's my thought on this question.
