Checks and balances. Basically the idea is that no branch of the government can overtake the other in power, because they all have to answer to each other. In this example, a law has to go through the House of Representatives, the Senate, and the Executive (the president) to be passed. That method makes sure that nobody can just go and pass a ridiculous law without many people agreeing to it.
