Natural resources is the key to industrialization, but Japan is more populous compared to the two other nations you mentioned. Japan used the steel industry, with the help of automation, to boost its economy. There were debates among economists that Taiwan and Korea's economic surge were factored to educated workforce and competitive labor cost (cheaper).
