Acids are H+ donors, and bases are H+ acceptors. A high pH indicates a basic substance, and a low pH indicates an acidic substance.

^ to add to that, the reference point for neutrality is pH 7, which is characterized by the presence of H3O+ and OH- in equal amounts. Anything below that is acidic, anything above is basic.
