If two things stick together, they lose their kinetic energy (not moving anymore). If they lose their kinetic energy, by definition it has to be inelastic. Think of it like a rubber band (made of elastic), where when you stretch it it will go back to its original size. But if you are playing with silly putty and you stretch it out, it is inelastic because it does not return to its original form.
