Fermentation usually occurs when there is no oxygen, but it can also take place in anaerobes. It happens when there is either no electron transport chain, or no electron carriers (oxygen is the most efficient electron carrier). The purpose of fermentation is to ensure that glycolysis continues.

Fermentation occurs when there is not enough oxygen. So usually this happens in cellular respiration. Turning glucose into energy. In order for this to happen oxygen is not necessarily needed but it is good. when there is a lack of oxygen in order to produce oxygen for cellular respiration to continue, fermentation occurs.
