I'd go with (C) Soviet launch of Sputnik 1. It was the biggest reason out of the ones listed because it shocked the US (and hurt their prestige) into realizing just how advanced the Soviets were with their rocketry tech. We had nukes and we had weapons, but the Soviets had the same things -- and now they could launch satellites into space with advanced rockets.
