This one is a really tricky question but I'd probably go with (D). The reason why is that Cortez only had around 500 men and horses to take on an empire supported by thousands of warriors. As primitive as their weapons and tactics were, they still had the numbers. But many of the Native Americans that paid tribute to the Aztecs resented them -- the Aztecs had a lot of enemies who were looking for a way to break free of their rule. Cortez learned to exploit their hate and negotiate alliances among them. It's like the old saying goes "The enemy of my enemy is my friend".
