B Vice president is not the leader of the house of representatives. The Constitution gives the Vice President only two specific jobs: to take over in the event the President dies or resigns and to cast the tie-breaking vote in the Senate. Its not C either, because secretary of the state is the head of the United States Department of State, concerned with foreign affairs. He or she is the highest ranked cabinet secretary both in line of succession and order of precedence. D, does not even exist, its called the speaker of the house not the president of the house.

You were right. Its A. Because the Speaker of the House is the leader of the majority Party in the House of representatives. They were elected at the majority party caucus,meeting, held right before the session of Congress starts. They are the Chief officer of the House as well as the leader of the House majority party.
