Its HL congruent.  The two triangles are right triangles.  The hypotenuse is the common side and the radii are the congruent legs.

your explanation should be made clearer.  The hypotenuse-leg postulate only works if you have right triangles.  So you should say the tangent lines are at 90º to the radius, creating a right triangle.

You should mention which line segment is the hypotenuse.
