I'd probably go with (B), that the US improved relations with other countries to ensure access to natural resources it needed. It's also a major point of contention among critics of the history of US policy for the Middle East -- that the only reason we decided to make any friends over there was because of oil. The other answers don't seem to make much sense to me. (A) was certainly an altruistic policy, but not a practical one during the Cold War -- the US wanted friends and allies. The other two answers, (C) and (D) make no sense because the US didn't have much of any influence on OPEC at all nor had any participation in its creation. It was OPEC that instituted the embargo when the US began supplying Israel with weapons during the Yom Kippur war. The Arab countries making up OPEC used their organization to strangle oil supplies to the US as a result.
