lol im doing a project and it says i have to list observable changes that suggest a chemical or physical change has occurred... what does that mean ?

It wants you to write down how you know that a chemical or physical change happened. Typically, chemical changes are not reversible, and physical changes are. Like if you cut a piece of paper in half, that's a physical change. Or if the color changed, then it's a chemical change.
