IUPAC rules states that you should name it according to the longest chain. The others are just groups AND in the lowest number possible. The longest chain is 7 - hepta and there are no double or triple bonds, so you can just use the suffix "ane" and you have a methyl and an ethyl group in positions 2 and 4, respectively. Now, just put it all together. And you have your name.

Oh, and the general formula for a saturated alkane is: \(C_nH_{2n+2}\)

so the condensed formula is 2-ethyl 4-methyl heptane??

Not quite. Very close. But there ethyl group is NOT on the 2 position.
