Proportionality is just like thinking in fractions. If he has 28 red marbles, and 12 green, he has 40 marbles in total. That means 12/40 is green and 28/40 is red. Take either of the two fractions, multiply by the new total (60) and you have that colored marbles respective new quantity.

So (28/40) * 60 = 42

If they asked for green, then you'd simply do
(12/40) * 60 = 18
