While taking a stroll on a snowy day isn't one person's idea of "nice" in a thousand, it certainly isn't ironic that someone might think it is. The remark may be snide, sarcastic or even machismo, but it's not ironic.

As for the school "skipping", a kid would cut school because he didn't want to go. The irony here is that his punishment is such that he isn't allowed to go.
