For the first point, count out to the 3rd ring. Find the angle. put a dot at the correct angle, on the 3rd ring out.

For the second problem (with the -3), the -3 means "on the opposite side". i.e go to the angle + 180º (or angle+pi), but still on the 3rd ring.
