Because Joseph McCarthy used his position in the Senate to accuse many americans of being communists in order to serve his own political goals. This stopped when he started accusing the U.S. Military of being communists. He basically did all this to get rid of the people he didn't like who would prevent him from acheiving what he wanted in the Senate.
