Tilden received 51 percent of the popular vote and carried all of the southern states. However, Republicans claimed that the votes had been miscounted in three southern states, which happened to be states where Republicans con- trolled the reporting of ballots. Not surprisingly, in the recount, the Republicans found enough mistakes to swing the election to Hayes by one electoral vote. So I would go with B, but essentially C won.
