when the ball is made to touch the positive plate, the ball becomes positively charged. it will perform oscillations, although not simple harmonic. the net force on the ball in the horizontal direction would be \[-mg \tan \theta - qE\] This will drive the ball towards the bottom position. Then during its upward journey towards the negative plate, force horizontally is \[qE - mg \tan \theta\] now, when it touches the negative plate, the ball becomes negatively charged. and so on
