Static charges

Now I understand there are static charges that attract/repel each other. |dw:1365797908159:dw| They both apply a force on each other equally to attract. Now what if there were two masses with charges but not equally the same in terms of amount. |dw:1365797986943:dw| Imagine that set theoretically, if those charges we're all next to each other by another force lets say strong nuclear forces. Will those + charges all apply a force on those - charges?
