Static charges

Now I understand there are static charges that attract/repel each other.


They both apply a force on each other equally to attract.
Now what if there were two masses with charges but not equally the same in terms of amount.


Imagine that set theoretically, if those charges we're all next to each other by another force lets say strong nuclear forces.
Will those + charges all apply a force on those - charges?
