the answers they give me look like 4z+3 ----- z+2 so how would i get to this. (that's not the actual answer, it's one of the options)

Anyways, what you want to do first is factor the numerator and denominator to see if you can cancel out any terms. Do you know how to factor?

Well, yeah. The numerator and the denominator are two different functions, so yes. Factor them seperately :)
