What graphic design software do you recommend for a new app developer on a limited budget?

Is it easy to download? I had problems downloading Maya. And it is not that easy to use.
I know that Paint.NET is, haven't tried autodesk.
There is a steep learning curve for the Autodesk software, however, they have great wiki pages and lots of videos teaching others how to use it, if you are willing to take the time to learn the software down the road it can turn out to be extremely useful!

paint.net is not that good...use gimp for it is second only to photoshop...and it is free...easy to download

I'll have to go with @poopsiedoodle . Paint.NET is quite amazing, it out performs photoshop in filters :P Although it could use more improvements. I use GIMP 2.8 tho, its like Photoshop CS6 for Linux. Plus there are vast amounts of plugins for it :D If I were you, if you want to do amazing lens flare and detailing (touchup) your photos Paint.NET is the way to go. If you want to do digital art try GIMP. I wouldn't mind to make a few tutorials :P
