Probably the first option -- an arms race between the US and the Soviet Union. A proxy war implies working through someone or something else to get your agenda across which the other answers fit into, but the arms race was a direct challenge between both the US and the Soviets. The rise of democracy in Latin American was a plus for the United States (helped in some way by the CIA's intervention). A politically united Vietnam under Communism after the Vietnam War helped the cause of the Soviet Union and its allies. And a politically divided Korean peninsula -- between the Communist North and the democratically allied South -- is also a direct result of the powers-that-be deciding who to support after WW2 (the Soviet and Chinese backed North and the US-backed South).
