so im not too sure what any of the options have to do with this

or

7 - 9x - (x + 12) < 25

the options seem to suggest that -3 plays a valuable part in this, so lets try x=-3

7 +27 - 9 = 25

so if anything we do not want to include a -3, a closed circle is a notation used for INCLUDING a value
