the domain means that the radical cannot equal a -. So when you plug in a number in x, the inside cannot be a -.

so the answer should be bigger than or equal to -1. because lets say you put -2 in the x value it would be \[\sqrt{3(-2)+3}\] which is equal to -3, and remember there cannot be a negative under a square root
