i need help please The fact that the states had to unanimously agree to changing the Articles of Confederation meant that the states would have to begin the process of making changes to the government it didn’t matter how ordinary citizens felt about the Articles of Confederation it would be very hard to do anything about the weaknesses of the government it would be simple for states to grant additional power to the government
