We can let P and L be the cost of the parts and labor respectively. If we say that the cost is exactly $6300, then P + L = 6300 3900 + L = 6300 --> L = $2400. If the cost is *at most* $6300 then it simply becomes an inequality: 3900 + L <= 6300 --> L <= $2400.
