What was the significance of military build-ups in Europe -- both in the late 1800s and post World War I?

hin the late 1900s, military build-ups signaled the onset of war. as more countries began to build up their armies, others began to feel threatened and did the same. this led to the formation of military alliances which led to the outbreak of war in 1914. after WW1, several countries built up their military. france continued to build on their military in fear of another german invasion from the east. they constructed the maginot line along their eastern boarder, which was a line of gun turrets cemented in facing germany (this was a stupid move since germany invaded through belgium and the north in ww1, and would do the same in ww2). The french built up their military to feel more secure against the german threat. the germans violated the treaty of versailles and secretly began to build up their arms as well, to help expell their weakened status and prepare for revenge against europe.
