First thing to keep in mind when drawing timing diagram is that the outputs are active low.

you can draw 10 more signals for outputs. In the first phase, all outputs should stay HIGH, except 8th output.

While u work out phase by phase how each signal changes, you will observe that only one output goes LOW in each phase. its an one hot active low output decoder.
