Yup. They're non-excludable and non-rival

Actually, most roads are public goods, but not necessarily all of them are. The very definition of a public good indicates both non-excludability and non-rivalrousness. There are, or were, indeed certain types of roads, those for military use for instance, and even common roads in specific time in history are non-available to citizens. If count them out, roads are public goods.
