there weren't many significant milestones before Sputnik, but there was an awful lot of development.
The space race seems to me to be mostly due to development of new strategies for nuclear weapon delivery in its initial stages.

It actually first began back in World War 2 when the Germans developed preliminary stages of missiles.
the first thing in the space race is BEING ABLE TO GET THERE, which was initially developed for intercontinental ballistic missiles.
