how could the federal government have made the dawes act more successful

The Dawes Act was a disaster and did a lot of what it was designed to do. How to judge its "success" is therefore a bit tough. Of the choices, not letting Native Americans sell their land to speculators would have preserved much of the land holdings in their name, which would have been an improvement in their circumstances, so that is my choice. http://en.wikipedia.org/wiki/Dawes_Act
