I think the correct answer is mental action. Though I'm kind of confused because that's not really a type of a verb, it's the closest one to an action verb because that's the function of the word, 'hoped'. I did a little research about it and it says that an action verb shows an action, either physical or mental. eg. Smith imagines great things. (imagines shows a mental action) Hope that helps. :)
