Because we are only questioning the male population, all the details about percentage of men in total, and anything about women can be ignored. All we should see is that 12% of men are smokers. This means that 88% of men are non-smokers. simple as that :)

perl. The question says that 12% of the men are smokers. not 12 percent of the population, just 12 percent of men.
