suppose you have a charged body in your lab.
now you bring a test object near this charged body. 
If they attract, it can be because either the test object was charged(opposite) OR the test object was not charged but got induced by your charged body with opposite charge. hence its not possible to determine with attraction whether your test object was originally charged or not.

However, if your test object repels your charged body, then there can be only one reason. that the test object is charged same sign as your charged body. only then it can repel

In general electrification is also said as Addition or Removal of electrons.
Consider you have two bodies name it as B1 and B2. Now add electrons to B1 and Remove electrons from B2. When you do this the two bodies B1 is Negatively charged and B2 is Positively charged. Now when you bring this two bodies together they attract with each other. since oppositely charged and vice versa. Now if you add electrons two both B1 and B2 and if you bring them towards each other they Repel.
