How do I tell which arrow shows the velocity vector?

Is it because the red arrow is at the top of the circle, and therefore isn't moving upward much, but only leftward?

You can say that, and if you break it in each point on the disk, the velocity is always tangent to the circle, |dw:1366561221798:dw|
