@candacemae I think it's "B" since the phrase, "conceived in Liberty" somehow suggests that the people who first discovered the New Nation were born free. If it helps, metaphor is a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable. I hope this helps. :)
