I'd probably go with (D) free elections in Eastern Europe. The West and the Soviets actually agreed to democratic elections to establish governments in Eastern European nations.

But the Soviets hijacked such elections putting Soviet-friendly candidates into power or stifling elections entirely after WW2 going back on what was agreed on.
