no, you can have a moving object with 0 acceleration but not an moving object with velocity 0

precisely.. velocity is a measure of HOW FAST something is moving.. so its basically a measure of motion.. so if there is no motion then can't velocity however you can have acceleration when an object is at rest ;-)!

but.... movement is changing place to certain point of reference. you can be still to one point and moving to another.... (i am stili on earth but moving to space on it...)
