That is the question. It's asking how <A and <C are congruent. What I can't figure out is how they are congruent which is why I posted the answer choices.

hint :- those little arrows on AB and CD line segments indicate that AB and CD are parallel
-"It's asking how <A and <C are congruent" No it isn't. It's TELLING you that they're congruent. Also, the little matching hash marks on line sections AX and XC are telling you that AX and XC are congruent. And finally, the four answers you posted aren't "choices", they are all true. The question says flat out: "Explain WHY each statement is true"
