Why are you including the 1 meter given there?? The inner one is garden.. So length of garden is 11*2 = 22 only.. the one meter on the boundary are just given to confuse us..

1 meter is left from the boundary of garden, and is not coming in the boundary of garden, so length of garden will be 22m only..
