electrical resistance,because from Ohm's law --> I=V/R the higher the resistance the lower the current that passes through ,the more ''hampered'' is the movement of charges

Momentum of charge is nothing but momentum of electrons. Electrical resistance does not offer free flow of electrons that causes Resistance.
