Yeah so, you can just right click on the CD in My computer and either choose Erase Disk or Format. See if that works

I think in the video tutorial, the person was using windows vista. I am not sure how much it changed from vista to win7 in registry

next question. have you tried right-clicking on the drive in the explorer (not internet explorer) window and click somewhere you can find format (it could be properties first then format)
