What factors might affect the sentence lengths that different countries use for similar crimes?

How brutal the country thinks that crime is. Or who the crime affects the most, meaning if a crime is committed mostly by a certain type of people and if in that country they are present in large numbers then they will have harsh punishments for it but maybe in other countries it might be less regarded. :)
