then my best guess is that the level of oil will rise as it is polarised and will try to "even out" the forces on it by creeping up.

once the oil particles are polarised, they will try to move according to the electric force they are subjected to. As the they are blocked by the capillary tube, they will crawl on each other to form a thin film around the tube.
