It makes the Senate a continuous body. Unlike the House of Representatives the Senate always has membership in office, every 2 years ALL of the House--435 members must stand for election. In the Senate only 1/3rd or 33/34 members stand for election. So every 2 years the House must reorganize on opening day while the Senate need not organize except if they have a change in the majority party, and for the assignment of Committee seats for new members
